The Republic of Tyva belongs to the West Siberian fishery basin. Spawning bans and other restrictions on recreational fishing in the region are listed in the “Fishing Rules for the West Siberian Fishery Basin”, approved by Order of the Ministry of Agriculture of Russia dated October 22, 2014 No. 402 “On approval of fishing rules for the West Siberian Fishery Basin” (as amended on 3 April 2021 No. 162).

Acting Head of the Department of State Control, Supervision and Protection of Aquatic Biological Resources of the Yenisei Territorial Administration of the Federal Agency for Fisheries (Rosrybolovstvo) A.S. Rossin confirmed to our publication “Hunter and Fisherman” that the current version of the Fishing Rules for the West Siberian fishery basin was approved by order of the Ministry of Agriculture of Russia dated October 22, 2014 No. 402. Rossin reported that from September 1, 2021, the new “Fishing Rules” will come into force for the West Siberian fishery basin”, approved by order of the Ministry of Agriculture of Russia dated October 30, 2020 No. 646, the validity period of which is determined until September 1, 2027.
The acting head of the Department of State Control, Supervision and Protection of Aquatic Biological Resources noted that the daily catch rate is established by the Fishery Rules in order to ensure the conservation of aquatic biological resources and their rational use. The daily allowance was determined based on the use of official data from the Federal Fisheries Agency on the number of recreational fishermen, as well as scientifically based recommendations from specialized institutes included in the structure of Rosrybolovstvo.
The following are restrictions and prohibitions (including spawning), as well as the catch rate and the commercial size of fish (what size fish are allowed to be caught and taken with you) for the Republic of Tyva.
Where is recreational fishing prohibited?
It is prohibited to catch all types of aquatic biological resources (with the exception of catching aquatic biological resources with one float or bottom fishing rod from the shore with a total number of hooks of no more than 2 pieces on fishing gear for one citizen within the administrative boundaries of populated areas and at a distance of no more than 0.5 km from these boundaries):
- in the Sayano-Shushenskoye reservoir in the lower reaches of the reservoir at a distance of less than 0.5 km from the dam;
- in the rivers of the Yenisei River basin on the territory of the Republic of Tyva: in the Azas, Toora-Khem, Krasnaya rivers (the Iy-Khem River basin), in the Khamsyra River with its tributaries. The exception is river sections within the boundaries of populated areas and at a distance of 1 km from them.

Tour No. 8. Fishing rafting along the Khamsara River (Kham-Syra River), with possible radial trips along the tributaries of the Khamsara, with days in catchable places
Fishing: fishing for lenok, taimen, grayling. Hunting: incidental hunting for waterfowl, wild animals, accompanied by a huntsman. Route: Kyzyl - area of the settlement of Chazylar (Khamsara village) - fishing rafting to the mouth of the Kham-Syra River (Khamsara River) - Kyzyl. The length of the river section from Chazylar village (Khamsara village) to the mouth of the Kham-Syra River (Khamsara river) is about 200 km. Delivery: to the place - by Mi-8 helicopter, estimated flight time - 3 hours; back - by the motor ship "Zarya", travel time - 5 hours. Duration: 10 days. Number of participants: 10 people. Average rafting speed: 25 – 30 km. in a day.
When is the extraction of aquatic biological resources prohibited?
1. Water bodies of fishery significance in the Yenisei River basin (except for the catching of aquatic biological resources with one float or bottom fishing rod from the shore with a total number of hooks of no more than 2 pieces on fishing gear for one citizen within the administrative boundaries of settlements and at a distance of no more than 0.5 km from these borders):
1) Fishing of all species is prohibited from April 20 to June 20:
- in the Yenisei River south of the mouth of the Angara River;
- in the lakes of the Yenisei River basin south of the mouth of the Podkamennaya Tunguska River, with the exception of the lakes of the Republic of Tyva;
- in tributaries of the Yenisei River of all orders south of the mouth of the Podkamennaya Tunguska River;
- in tributaries of hydroelectric power station reservoirs south of the mouth of the Podkamennaya Tunguska River;
2) whitefish from September 20 to November 30 - in the lakes of the Republic of Tyva;
3) peled (cheese) from October 1 to December 31 - in the lakes of the Republic of Tyva;
4) all types of aquatic biological resources in the lakes of the Republic of Tyva:
a) from May 1 to June 30 - in Lake Noyon-Khol, lakes in the upper reaches of the Khamsyra River and lakes of its tributaries to the mouth of the Chavash River;
b) from May 1 to June 10 - in other lakes of the republic, with the exception of bream.
2. Sayano-Shushenskoye reservoir with inflowing rivers (with the exception of catching aquatic biological resources with one float or bottom fishing rod from the shore with a total number of hooks of no more than 2 pieces on fishing gear per citizen within the administrative boundaries of settlements and at a distance of no more than 0.5 km from these borders):
a) from April 20 to June 20 - in the southern part of the Sayano-Shushenskoye Reservoir along the mouth of the Bedelig River (250 km of shipping lane);
b) from September 10 to November 20 - all types of aquatic biological resources in the bays of the Khemchik, Kantegir, Kazyr-suk, Us, Bolshaya Ura, Shagonar rivers at a distance of 3 km from the variable (actual) backwater.
3. It is prohibited to catch invertebrates in all water bodies of the Yenisei fishery region (with the exception of catching aquatic biological resources with one float or bottom fishing rod from the shore with a total number of hooks of no more than 2 pieces on fishing gear for one citizen within the administrative boundaries of settlements and at a distance of no more 0.5 km from these borders):
a) from March 1 to June 15 - Artemia cysts;
b) from June 1 to June 30 - crayfish.
4. It is prohibited to harvest female crayfish eggs (with the exception of catching aquatic biological resources with one float or bottom fishing rod from the shore with a total number of hooks of no more than 2 pieces on fishing gear for one citizen within the administrative boundaries of populated areas and at a distance of no more than 0.5 km from these boundaries).
5. It is prohibited to catch from September 10 to October 10 - grayling, lenka, taimen in the tributaries of the Yenisei River of all orders south of the mouth of the Podkamennaya Tunguska River, in the tributaries of hydroelectric power station reservoirs south of the mouth of the Podkamennaya Tunguska River (with the exception of catching aquatic biological resources with one float or bottom fishing rod from the shore with a total number of hooks of no more than 2 pieces on the fishing gear of one citizen within the administrative boundaries of settlements and at a distance of no more than 0.5 km from these boundaries).
Tours with delivery to the site by Mi-8 helicopter
The average radius of delivery of tourists from Kyzyl to the site of the fishing tour is approximately 1.5 hours of flight time of the Mi-8 helicopter.
The cost of 1 hour of flight time on a Mi-8 helicopter is 95 thousand rubles. The total paid flight time for round trip delivery is approximately 6 hours.
The recommended number of participants - tourists in a group - is 8-10 people.

What types of aquatic biological resources are prohibited from catching?
a) in fishing (fishing) areas provided for the organization of amateur and sport fishing, Siberian sturgeon and sterlet - everywhere;
b) outside the fishing (fishing) areas provided for the organization of recreational and sport fishing, the extraction (catch) of all types of aquatic biological resources is prohibited, with the exception of those listed below: pink salmon, trout, grayling, smelt, pike, dace, crucian carp, bream, tench, ide, carp (carp), roach, burbot, perch, ruffe, pike perch, gudgeon, spined loach, verkhovka, minnows, sculpin gobies, broadhead, barbel char, bleak, rotan, osman, gammarus, crayfish.

It is prohibited to catch, receive, unload, process, store and transport aquatic biological resources having a fresh length less than the specified length, except for the permitted bycatch of aquatic biological resources of less than commercial size.

The commercial size of fish is determined in fresh form:
in fish - by measuring the length from the top of the snout (with the mouth closed) to the base of the middle rays of the caudal fin;
in crayfish - by measuring the body from the line connecting the middle of the eyes to the end of the middle caudal plate. Caught aquatic biological resources that are shorter than the specified length are subject to immediate release into the natural habitat with the least damage.

The daily norm is established for each citizen when carrying out recreational fishing (except for the case where a permanent or temporary ban on production during recreational fishing is established for such aquatic biological resources).

If the total daily norm is exceeded, the harvest of aquatic biological resources is stopped. It is prohibited to catch aquatic biological resources in excess of the daily norm indicated in the table.
For species of aquatic biological resources not listed in the table, the daily catch rate is not established.

It is believed that the confluence of the large and small Yenisei is located geographically in the very middle of the Asian continent, where on the banks of the river this beautiful monument was erected in the city of Kyzyl - the capital of the Republic of Tyva, where part of our route to our main goal - fishing!
